STRATEGY:

Establish an Office of Early Learning

PURPOSE:

Coordinate early childhood programs at the state level. Provide accountability and responsibility for ECE programs in MDE, DHS and MDH.

What's Involved KEY PARAMETERS:

Staffed by Director who reports to Governor. Reponsible for cohesive vision that builds an effective EC system. Would coordinate with Gov EC Advisory Council

LEAD(S) / WHO TO INVOLVE:

DHS, MDE, MDH, Governor\'s office, legislature, EC Caucus

RESOURCES:

Could use existing resources or hire director and assistant ($200K)

ASSETS TO BUILD ON:

Legislative proposals, BUILD/MECCS, coordination across depts.

TIME FRAME:

could happen immediately

SUCCESS MEASURES:

Comprehensive vision; clear authority, responsibility, accountability

This strategy needs to be run by someone who has experience in the early childhood field. And should be an advocate for the children and their needs. Someone who takes childrens needs seriously and wants the best for the child and caregivers. I think programs should be accountable and have reviews periodically. I think all programs should be on the same page.
