STRATEGY:

Create a braided fund for quality early learning

PURPOSE:

Build on existing diverse ECE delivery system. Link funding streams to common quality standards at state level. Include mix of direct funding to programs & portable funding that follows the child.

What's Involved KEY PARAMETERS:

Link state-administered quality early learning fund to local Community Scholarships. Replicate "Invest Early" type models. Direct funding to Head Start, School Readiness; portable funding to School Readiness Connections, Pre-K Allowances.

An Office of Early Learning (once it's created), DHS, MDE, Governor's EC Advisory Council

RESOURCES:

$46 million to serve 16,000 more preschoolers
$186 million to serve 48,000

Local programs. Louise Stoney work with the Early Childhood Caucus

TIME FRAME:

Two years

Programs meeting common quality standards?
Parents able to access quality?

If the goals are to drive quality and access, direct funding to programs must include all programs, not just Headstart or other select sectors. Alternatively, the dollars could follow the qualified child, supporting parent choice and driving quality through competition paired with standards.

I strongly support this idea, but braiding assumes strands of similar thickness and strength. We can't build on a crumbling set systems/strategies.
