In an ideal world with adequate Early Childhood resources... Universal programming 0-5 would be the best. Having a diverse program menu available for parents to choose from with opportunities for every child would be the goal.
In reality we find ourselves in a time of scarce resource and it is my belief that in this situation we need to prioritize and serve children with the most barriers to success (risk factors) Research supports providing additional Early Childhood experiences for children with risk factors. Our experience in Northern MN has proven that by providing quality early childhood programming that includes family support/education we can make great strides in closing the achievement gap. |
